During early February 1983, major metropolitan areas such as Richmond, Virginia, Washington, D.C., Philadelphia, New York City, and to a lesser extent, Boston, were paralyzed as blizzard conditions and heavy snowfall pummeled the Middle Atlantic and Northeast.
